GENERAL INFORMATION This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6 , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Proposal (RFP) number N46804-26-R-13075 . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) current edition. 2. SET-ASIDE STATUS Set-Aside Status: Unrestricted (Full and Open Competition) Regulatory Authority: This acquisition is conducted under the procedures of FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation). 3. DESCRIPTION OF REQUIREMENT & SPECIFIC DELIVERABLES The Office of Naval Intelligence (ONI) requires a commercially available, cloud-based Integrated Library System (ILS) and Online Catalog Software-as-a-Service (SaaS) platform to support its administrative and operational library functions. The successful contractor must deliver the following specific deliverables: Deliverable 1: Integrated Library System (ILS) SaaS Subscription Description: Provision of a commercially available, cloud-based Online Catalog and ILS SaaS subscription. Technical Specifications: Must support a minimum of three (3) concurrent staff/administrator logins. Must provide public-access online cataloging and backend staff cataloging workflows. Must support standard bibliographic importing, specifically MARC21 and OCLC .dat file formats. Must support SAML 2.0 Single Sign-On (SSO) integration. SaaS hosting environment must adhere to federal cybersecurity compliance standards, specifically NIST SP 800-53 controls, utilizing secure HTTPS communication protocols. FedRAMP Moderate / DoD Cloud Government-Community Cloud (such as Impact Level 4/5) environments are preferred. Periods of Performance: Base Year: 29 September 2026 through 28 September 2027 Option Year 1: 29 September 2027 through 28 September 2028 Option Year 2: 29 September 2028 through 28 September 2029 Option Year 3: 29 September 2029 through 28 September 2030 Option Year 4: 29 September 2030 through 28 September 2031 4. DELIVERABLE 2: LEGACY DATA MIGRATION SERVICES Description: Execution of a complete, error-free data extraction, mapping, validation, and migration of all legacy bibliographic, patron, and historical transaction records out of the incumbent system ( SirsiDynix ) into the new SaaS platform. Delivery Schedule: To be fully completed within thirty (30) days After Receipt of Order (ARO) in the Base Year. 5. PLACE OF PERFORMANCE Place of Performance: Performance will be conducted remotely at the Contractor's facility. Systems integration and technical coordination will be managed through the Office of Naval Intelligence, Washington, DC. 6. EVALUATION FACTORS FOR AWARD Award will be made to the responsible offeror whose conforming proposal represents the Best Value to the Government under the Best Value Continuum (Trade-Off) process, price and other non-price factors considered. The Government will evaluate proposals based on the following evaluation factors: Factor 1 — Technical Capability: The Government will evaluate the offeror's proposal to determine its capability to satisfy all specific deliverables and technical specifications outlined in Section 3, specifically focusing on the ability to ingest legacy SirsiDynix data structures, integrate SAML 2.0 SSO, and execute the data migration within the required 30-day timeline. Factor 2 — Price: Proposed pricing will be evaluated for completeness, accuracy, and overall price reasonableness.
