Combined Sources Sought Notice and Notice of Intent to Sole Source for Fast Digitizer NAICS: 334516 PSC: 6640 ***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. If no alternate sources are identified, the Government intends to issue a Sole Source Award to, Liquid instruments US, under the authority of Revolutionary FAR Overhaul (RFO) FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. BACKGROUND The Photonics and Optomechanics Group of the Physical Measurement Laboratory at NIST develops advanced microfabricated photonic sensors for a broad range of applications. As part of that work a fast digitizer system is required that can read an analog signal and stream the results to storage at a rate of 80 Gb per second. The system shall include capabilities to perform control functions, centrally store data over a network, plot measurements on PC or a mobile device, be controlled using the python programming language, and be programed in a hardware description language. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, and meet the following essential requirements:  Fast Digitizer System   Quantity:  1 Technical Specifications: 8 analog inputs, at least 2 GHz analog bandwidth each channel with at least 5 G samples/sec each channel, at least 14-bit resolution at maximum bandwidth, 20-bits resolution at lower bandwidth. 8 analog outputs, at least 2 GHz maximum output frequency, at least 5 G samples/sec each channel, at least 14-bit resolution. At least 1 TB memory or SSD internal data storage Usable with internal and external clocks 1 GB Ethernet, WiFi, and USB-C interfaces, 2 SFP ports, 1 QSFP port Fully operable from a computer interface, including controlling instruments and plotting measurement results in real-time. Includes software instrument modules for PID controller, digital filter, phasemeter, laser lock box, oscilloscope, spectrum analyzer, lock-in amplifier, swept sine measurement, arbitrary waveform generator, PID controller and data logger. Ability to record data and playback data at 80 Gbps via internal storage (at least 10 seconds of data), or via streaming to external storage. Instrument shall fit in a standard equipment rack and include rack mount brackets. Instrument shall be operable using the Python computing language. Instrument shall be configurable so that multiple functionalities (e.g. waveform generator, lock-in amplifier and PID controller) can be connected together to operate simultaneously. Instrument shall be capable of internally loading user-generated programs written in a hardware definition language to interoperate with the included software instrument modules. The system shall be fully integrated and include all software required to operate it. The system shall communicate with the PC operating it using, USB, WiFi or Ethernet. NIST conducted market research from January through February 2026 by performing internet searches, attending professional conferences, reviewing product literature, and speaking with vendors to determine what sources could meet NIST’s minimum requirements.  The results of that market research revealed that only Liquid instruments US, appears to be capable of meeting NIST’s requirements.
