Full Description

REQUISITION This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation 1333MK26Q0071 constitutes a Request for Quotation (RFQ) which Incorporates provisions and clauses in effect through the Federal Acquisition Circular 2026-01. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Marine Operation Center (MOC), NOAA Ship Okeanos Explorer requires 16,000 gallons of contaminated fuel removed from the vessels tanks. The solicitation is being issued as a total small business set-aside. The associated NAICS code is 562211 with a size standard of $47.0 Million. The SCA is exempted under Section 4(b) d. Maintenance, calibration, repair, and/or installation (not subject to the DBA, as provided in 29 CFR 4.116(c)(2) for all types of equipment where the services are obtained from the manufacturer or supplier under a contract awarded on a sole source basis) (see 29 CFR 4.123(e)(2)(i)(D). REQUIRMENT: • Pump-off of approx. 16,000 Gallons of Diesel Fuel mixed with ~8% seawater from NOAA Ship Okeanos Explorer. Removal and disposal must be in accordance with all local, state and federal regulations. • Connection is through 4.0” camlock fitting. SCOPE OF WORK The Contractor shall provide all labor, supervision, equipment, materials, transportation, containment, and incidentals necessary to perform an emergency fuel pump-out operation from the NOAA vessel. Services shall include, but are not limited to: • Mobilization of qualified personnel and equipment to the vessel location within the required response timeframe. • Provision of pumps, hoses, fittings, containment systems, spill response equipment, and vacuum or tanker trucks as required. • Safe transfer of approximately 16,000 gallons of marine diesel fuel from the vessel’s fuel tanks. • Transportation of recovered fuel to an approved facility. • Compliance with all applicable federal, state, local, and environmental regulations. • Spill prevention and immediate spill response assistance during all transfer operations. • Coordination with NOAA representatives, port authorities, and applicable regulatory agencies. • Documentation of quantities removed, chain of custody, disposal manifests (if applicable), and operational reports.
