This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 37370PR260000014 is issued as a request for quotation (RFQ) for Transportation to Western Alaska Villages. The NAICS Code is 488190. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. US Coast Guard (USCG) Sector Western Alaska (WAK) has a requirement to establish a single award, 2-yeard Blanket Purchase Agreement (BPA) for Transportation Support to Western Alaska Villages, in accordance with the Statement of Work dated 23 Jun 2026. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address(es): https://www.acquisition.gov/ FAR 52.252-5     Authorized Deviations in Provisions (NOV 2022) (a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the provision. (b) The use in this solicitation of any HSAR (48 CFR 30) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. (END OF PROVISION) Instructions for Submitting Quotes Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an offeror take exception to any solicitation requirement, the exception must be clearly identified, and a complete accompanying rationale must be provided. Offerors shall submit a quote with two sections: technical capability and price list. Offeror shall provide a technical capability section, with no more than 10 pages, that clearly describes the offeror’s capability to perform the government’s requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate: a.            Capability to perform the services outlined in the Statement of Work b.            Evidence of required licenses and certifications c.             Evidence of proof on insurance A page is defined as one side of sheet, 8 1/2″ × 11″, with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2″ × 11″ pages. The metric standard format most closely approximating the described standard 8 1/2″ × 11″ size may also be used. Pages submitted in excess of the limitations specified in this addendum will not be evaluated by the government. For the Price List section Offerors shall complete the attached pricing list exhibit, Attachment 2. Offeror shall propose a firm-fixed hourly price for the areas labeled $TBP on the exhibit, providing a firm fixed price, per labor hour, for aircraft transportation, watercraft transportation, and/or stand-by time.
