Advance Procurement Notice MODIFIED Design-Builder (MDB) Services Construct Category I (Cat I) Temporary Training Accommodations at 5th Canadian Division Support Base (CDSB) Gagetown (with Security Requirements) Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. This is an advance notice for a potential contract with anticipated security requirements to provide interested Design-Builders an opportunity to begin the sponsorship process for obtaining (if required) the anticipated security clearance(s). Note that there is no guarantee that this solicitation will proceed or that any security clearance(s) will be granted under the sponsorship process in a timely fashion or otherwise. Description of the Project and Services The Design and Construct Three (3) CAT I Training Accommodations Building project is intended to address the deficiencies in Category I (Cat I) accommodations infrastructure at 5th Canadian Division Support Base (CDSB) Gagetown. The scope of the Modified Design-Build contract shall include the design and construction the following: A three (3) storey, temporary training style accommodations building with a foundation footprint of approximately 3,000m2 and a total gross area of about 9,000m2. The new building shall consist of 60 bedrooms capable of accommodating 4 to 12 soldiers each.  Design requirements of the rooms are outlined in DAOD 5024-0 DND Living Accommodations and the DND Living Accommodations Instructions. In addition, the new construction will include approximately 1,800m2 for classroom training, centralized washroom and shower facilities, and 900m2 of laundry and equipment cleaning/storage space. Underground infrastructures as well as all preliminary and final site works shall be included in the final deliverable. This project will follow the DND Defence Climate and Sustainability Strategy (DCSS; 2023-2027), ADM(IE) Green Building Directive (GBD; 2023), and the Greening Government Strategy: A Government of Canada Directive (GGS,2024). The anticipated level of security clearance for all contracts is Designated Organization Screening (DOS). The design of one (1) CAT I accommodation building (est. $2.2M) will be awarded to successful design-builder with potentially two (2) more buildings (est. $44M) to potentially be added by change order. This will be dependant on availability of DND funding.   The overall estimated cost of all three (3) buildings is in the order of $68,000,000. It is anticipated that the following solicitation will proceed as noted below. This is conditional on the contract receiving approval to proceed from DND. Project Number: GA260045 Title: CAT I Temporary Training Accommodations Approximate Estimate: $68,000,000.00 (initial award approx.. $2.2M) Anticipated Posting: June 2026 Description: The Design and Construct CAT I Training Accommodations Building project is intended to address the deficiencies in Category I (Cat I) accommodations infrastructure at the 5th Canadian Division Support Base (CDSB) Gagetown. Contract Award and Anticipated Security Requirements To be eligible for contract award, a proponent will be required to, among other things, actively hold or obtain all required security clearance(s) prior to the date of the award, as further detailed in the solicitation documents. The anticipated security clearance level for this contract is Designated Organization Screening (DOS). Industrial Security Program Sponsorship Defence Construction Canada (DCC) is providing Design-Builders early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, design-builders that intend to submit a proposal on the project and that do not actively hold the above identified security clearance(s) should begin forthwith the security clearance application process by applying through DCC’s ISP. Under this program, DCC may, at its entire discretion, provide preliminary assistance to all the potential proponents with their respective security clearance sponsorship process. To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements. In their sponsorship request application to DCC, design-builders are asked to quote the following information, among other things: Advance Procurement Notice (APN) number (Project number on the MERX notice); Contract number N.306845.49.01; and Level of clearance requested to be sponsored for. Sponsorship Process Upon receipt, DCC will review the sponsorship request application and will communicate directly with the design-builders to provide assistance for the completion of the sponsorship request packages. Once DCC has determined, at its entire discretion, that a design-builder: has started the sponsorship process prior to the solicitation (Contract number(s) listed on their request for sponsorship) being advertised on MERX, has met all the material requirements of the sponsorship request package, and has submitted a proposal or a bid DCC will send the documents to the Public Services and Procurement Canada’s (PSPC) Contract Security Program (CSP). Following receipt of the sponsorship request package, the CSP will communicate directly with the proponent regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the proponent will need to promptly cooperate with CSP to ensure that the process is completed as soon as possible.
