Replace DNA Lab HVAC Page 2 of 2 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603, as supplemented by the current Federal Acquisition Circular (FAC 2026 01) and the Department of Veterans Affairs Acquisition Regulation (VAAR). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
This acquisition is 100% set aside for verified SDVOSBs in accordance with VAAR 852.219 73. Offerors must be listed as Verified in the SBA Veteran Small Business Certification (VetCert) database both at the time of quote submission and at the time of award. The associated North American Industrial Classification System (NAICS) code for this procurement is 238210, with a small business size standard of $19.0 million.

The Department of Veteran Affairs (VA) West Haven Medical Center located at 950 Campbell Avenue, West Haven, CT 06516 is seeking to purchase services for HVAC replacement as outlined in the Statement of Work: STATEMENT OF WORK

WEST HAVEN, CT 06516 BACKGROUND
VA Connecticut Healthcare System requires replacement of heating and cooling unit serving the DNA Laboratory spaces located in Building 2 of the West Haven VA Medical Center. JUSTIFICATION Existing HVAC equipment is no longer functional or repairable and requires replacement. The DNA Laboratory serves Medical Center research, development, and patient care where temperature and humidity controls are necessary to ensure integrity of samples and equipment. The place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue, West Haven, CT 06516. PERIOD OF PERFORMANCE
The Contract Time Period of Performance will be 60 calendar days from Notice to Proceed (NTP) and includes service provider closeout. QUALIFICATIONS
To be considered eligible for consideration, potential bidders shall have a field service representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System and have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment that he/she is being asked to provide services for. Bidders must provide upon request documentation of factory certified service/maintenance training on the specific equipment under the terms of this contract. The Contracting Officer and/or Contracting Officer s Representative (COR) specifically reserve the right to reject any of the Service provider s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. Bidders shall be evaluated on past performance, technical capability, financial capability, and ability to expedite lead time of manufacturing, shipping, and installation of steam coil timeline. Bidders shall perform a mandatory pre-bid walkthrough at 8:30 a.m. on June 30, 2026, at VA Medical Center West Haven located at 950 Campbell Avenue, West Haven, CT 06516. Meet at Building 15 and obtain a temporary badge and complete a sign-in sheet. SCOPE OF WORK
The service provider shall furnish all labor, materials, equipment, tools, PPE, supervision, disposal, and all incidentals to complete work for the services described in this document to furnish HVAC equipment, remove and dispose of existing HVAC equipment unit. Work shall occur during regular business hours from 7:00 a.m. 4:00 p.m. Monday Friday and tasks with impact to Medical Center operations shall be coordinated outside of regular business hours and/or on the weekend 7:00 a.m. 4:00 p.m. Saturday Sunday. No work shall be performed on Government Holidays unless an emergency status has been indicated by the Contracting Officer: US Federal Holidays:

Christmas Day Description of services: The project will include but not be limited to the following: Service provider shall schedule and coordinate the delivery of all equipment and materials with VA COR and Utilities Systems Supervisor. VACHS Facilities Management Service shall LOTO/disconnect existing electrical service to unit. Existing Electrical is located in Building 2 7107. Service provider shall disconnect existing line sets as required. Service provider shall remove and dispose of approximately 275 linear feet of line sets from branch box located at Building 2 7122 to condenser located at Building 2 8th Floor Roof. Dispose in accordance with all local, state, and federal requirements. Furnish waste manifest as required.
