The Contractor shall provide all equipment, labor, and supervision necessary to perform these services in strict accordance with Air Force technical guidelines, as well as federal, state, and local environmental regulations. Scope of Work & Key Requirements 1. On-Site Handling and Storage Stockpile Control: Contractors must implement Best Management Practices (BMPs) to prevent cross-contamination and runoff. All soil piles must be securely covered with plastic sheeting or tarps and surrounded by containment berms. Storage Limits: Non-RCRA contaminated soil may only be accumulated on-site for a maximum of 90 days. Testing and Hazard Classification Representative soil samples must be obtained and analyzed at a certified laboratory prior to any off-site transport or disposal. No material may be moved for reuse or disposal until test results are approved. Excavated soil must be classified according to hazardous waste regulations, specifically differentiating between: RCRA Hazardous: Soil exceeding federal EPA toxicity thresholds (e.g., highly toxic, corrosive, or reactive).
