This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603, as supplemented by the current Federal Acquisition Circular (FAC 2026 01) and the Department of Veterans Affairs Acquisition Regulation (VAAR). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This acquisition is 100% set aside for verified SDVOSBs in accordance with VAAR 852.219 73. Offerors must be listed as Verified in the SBA Veteran Small Business Certification (VetCert) database both at the time of quote submission and at the time of award. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of $19 million. The FSC/PSC is J045. The VA Connecticut Healthcare System requires a contractor to remove and replace two damaged fan coil units in Buildings B 1 and B 2, providing all necessary labor, materials, equipment, and supervision to install new units and complete related chilled water, steam, electrical, and valve work. The contractor must coordinate with VA Electrical, HVAC, and Utilities personnel; manage required system shutdowns; protect existing equipment; and perform asbestos abatement, including glove bag removal and reinsulating where applicable as outlined in the following Statement of Work: STATEMENT OF WORK FAN COIL UNIT REPLACEMENT B-1 and B-2 VA CONNECTICUT HEALTHCARE SYSTEM (VACHS) VA MEDICAL CENTER WEST HAVEN 950 CAMPBELL AVENUE WEST HAVEN, CT 06516 BACKGROUND VA Connecticut Healthcare System has experienced faulty fan coil units within B-1 and B-2 from separate pipe freezing incidents. The locations of which include room 1171 within B-1 and room 3126B within B-2. JUSTIFICATION The fan coil units are in disrepair and require removal and replacement. The damaged fan coil units have affected the cooling of the spaces that they serve and adjoining spaces. PLACE OF PERFORMANCE The place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue, West Haven PERIOD OF PERFORMANCE The Contract Time Period of Performance will be 30 days upon contract award and Notice to Proceed (NTP). QUALIFICATIONS To be considered eligible for consideration, potential bidders shall have a field service representative located within 100 miles of the West Haven Campus of the VA Connecticut Healthcare System. Service Provider acting as a Prime with subcontracted labor shall meet this requirement. Bidders shall provide upon request, documentation of certification/training on the specific equipment under the terms of this contract. Bidders shall be qualified to perform work on steam/chilled water distribution systems, HVAC/fan coils, electrical and have completed prior similar work and/or inspection projects for VA Connecticut Healthcare System. Service Provider shall have a minimum of three (3) years of related scope and work experience with commercial fan coil component installation and repairs as well as all aspects of inspections, cleaning, calibration, and testing in compliance with and clear understanding of relevant codes and regulations. Service Provider and/or assigned project staff members shall have industry standard certifications and qualifications to include but not limited to current OSHA 30 and OSHA 10 certification and equivalent qualifications associated with requirements herein. Service Provider shall submit documentation of technical training and certifications for personnel performing all work under the terms of this contract for review and acceptance prior to the start of work on site. Bidders shall be evaluated on past performance, technical capability, and financial capability to perform the requirements of this work. Bidders shall perform a mandatory pre-bid walkthrough at 9:30 a.m. on Wednesday June 10, 2026, at VA Medical Center West Haven located at 950 Campbell Avenue, West Haven, CT 06516. Meet at Building 15 and obtain a temporary badge and complete a sign-in sheet. SCOPE OF WORK The Service Provider shall furnish all labor, materials, equipment, tools, supervision, and all incidentals to complete work for the services described in this document. The Service Provider shall submit a project schedule, work procedures, inspection procedures, testing procedures, all safety documentation, weld procedures, welders certifications, etc. for review and approval by VA Contracting Officer Representative and Safety Office before the start of work on site. Fan Coil unit within rm 1171 of B-1 is electrically supplied from rm 1161 electrical closet and is on PAC 4-11 within the PAC panel. The Service Provider shall coordinate electrical disconnection and reconnection with the VA Electrical Shop in the manner of previous placement completed with FCU s within 1172, 1174 and 1175 .
