The F-35 Lightning II Joint Program Office intends to award on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, a contract or contracts to RTX Corporation, Pratt & Whitney Military Engines, East Hartford, CT. Under the proposed contract(s), RTX Corporation, Pratt & Whitney will provide F-135 depot lay-in material, initial spares, support for non-annual site and depot activation and hardware requirements, and new F-135 propulsion system sustainment requirements. Contract actions for the scope described above are anticipated to begin awarding in 2027. RTX Corporation, Pratt & Whitney Military Engines is the original designer, developer, and manufacturer of the F135 Propulsion System and is the only source with the requisite technical expertise, experience and knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the F135 Propulsion System covered by the contemplated contract actions and orders. To that end, RTX Corporation, Pratt & Whitney Military Engines is the only source with unrestricted access to the engineering and technical data required to perform the contemplated efforts. This notice of intent is not a request for competitive proposals. However, in accordance with FAR 5.101 (c)(4)(vi) all responsible sources may submit a capability statement, proposal, or quotation, received within fifteen days after date of publication of this synopsis shall be considered by the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.  Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
