This is a SOURCES SOUGHT NOTICE that is issued solely for informational and planning purposes and does not constitute a solicitation. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL, nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from Korean Architect-Engineer (A-E) Firms Only and responses will be utilized to determine if this requirement can be set-aside for Korean A-E Firms in accordance with U.S.-Republic of Korea Status of Forces Agreements and United States Forces Korea Instruction (USFKI) 4901.01. A Korean A-E firm is organized and licensed under the laws of the Republic of Korea. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned. 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) in Huntsville, Alabama is conducting market research to identify qualified Korean A-E Firms capable of providing a range of services including facility assessments, real property support, GIS data analysis, asset management, and other associated project support, specific to supporting Real Property Inventory (RPI) for the U.S. Marine Corps Installations Command (MCICOM). The RPI will be conducted in the form of U.S. Marine Corps (USMC) Asset Evaluations. These services will support projects at multiple U.S. Marine Corps installations or facilities throughout the Republic of Korea. The Government is performing market research in order to determine if any Korean A-E Firms possess the capability to execute the requirements within this acquisition. Interested Korean A-E Firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response to the questions below. If no experience or capabilities are associated with a particular question, please specify. All Korean A-E Firms must be registered in the System for Award Management (SAM). 2. PROJECT INFORMATION: Contractors must have the capability to provide technical support for the planning, programming, and installation/facility management of real property in support of the United States Marine Corps. Specific technical support includes but is not limited to preparation of USMC Asset Evaluations to document facility space utilization, verification of interior and exterior measurements, functional condition, tenant use, document deficiencies, document Category Codes, and other inventory data specific to each facility for USMC assets. Asset Evaluations are utilized for the purpose of documenting and updating USMC real property records stored within the iNFADS database. The Contractor will utilize the USMC Real Property Inventory Audit Checklist for each Property Record. Work may include preparation of architectural floorplan SOURCES SOUGHT NOTICE Architectural & Engineering Services in Support of U.S. Marine Corps FY26 iNFADS Asset Evaluations in support of the FY27 Program Execution Year CAD drawings, and GIS data analysis related to property records. Facilities include both vertical and horizontal or linear infrastructure, including but not limited to, buildings and utilities. All work shall be prepared according to the Asset Evaluation Process Consistency Guide for USMC facilities. Contractors are required to be capable of obtaining, and to obtain United States Government Common Access Cards (CAC). Contractors must have capability to complete iNFADS Training (Internet Navy Facilities Assets Data Store) in order to view and edit information within the software data management tool: FRAME (Facility Requirements and Asset Management Engine). Contractors will be required to have iNFADS training to the extent necessary to provide FRAME import ready file data to the USMC Real Property Accountability Officers (RPAO)s who will then upload submitted data into iNFADS. All Contractor iNFADS data access will be ‘read-only” access. Contractors must be experienced in navigating the iNFADS and FRAME data systems. USMC Asset Evaluations are to be handled as Controlled Unclassified Information (CUI). Contractors must have the ability to handle and store files and data in accordance with Cybersecurity Maturity Model Certification (CMMC) requirements. Contractors are required to comply with CMMC level I requirements.
