GENERAL This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA664326Q0003 is issued as a Request for Quote (RFQ) for turnkey training and program administration solution for Advanced Trauma Training courses, in accordance with the attached Performance Work Statement (PWS). This acquisition is  set-aside for Small Business concerns . This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. RESPONSE TIMES Quotations must be submitted electronically via email to the Contracting Officer at bianncia.glay@us.af.mil no later than the date and time specified in this solicitation (06 July 2026, 4:00 PM EST). The email subject line shall read: “ Quote Submission: Advanced Trauma Training – [Insert Offeror Name] ”. Questions must be submitted electronically via email to the aforementioned Contracting Officer. Note, questions must be submitted no later than Tuesday, 30 June 2026 by close of business. PERIOD OF PERFORMANCE Course shall take place from 31 August 2026 – 31 July 2027 QUOTATION SUBMISSION: Interested Offerors shall submit quotations in accordance with the attached SF1449. Detailed quotation preparation instructions, submission requirement s, and evaluation procedures are contained in the Addendum to FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services , and the Addendum to FAR 52.212-2, Evaluation Factors for Award . Offerors are responsible for reviewing the complete solicitation package and complying with all instructions and requirements contained therein. DESCRIPTION The Department of Air Force, Air Force Reserves Command (AFRC), intends to award a competitive commercial services contract for the delivery of advanced trauma and emergency medical training in support of operational medical readiness. This acquisition is being conducted as a commercial services acquisition using the policies and procedures of RFO Part 12. The Contractor shall provide a comprehensive, turnkey, non-personal services solution, including all personnel, management, instructors, facilities, equipment, course materials, administrative support, and other resources necessary to deliver nationally recognized trauma and emergency medical certification training for approximately 2,500 AFRC medical personnel during the period of performance. The requirement includes delivery of the following national recognized certification courses: Advanced Cardiovascular Life Support (ACLS) Advanced Burn Life Support (ABLS) Advanced Trauma Life Support (ATLS) Pediatric Advanced Life Support (PALS) TCCC-CLS (Tactical Combat Casualty Care - Combat Lifesaver) Trauma Nursing Core Course (TNCC) Training shall include classroom instruction, simulation-based learning, and hands-on skills training conducted at qualified civilian trauma centers capable of supporting advanced trauma education and clinical skills sustainment. All training shall be performed within the Continental United States (CONUS) and shall comply with the standards established by the applicable governing organizations, including the American Heart Association (AHA), American Burn Association (ABA), Emergency Nerses Association (ENA), American College of Surgeons (ACS), and Defense Health Agency (DHA), as applicable. The Contractor shall provide certified instructors, maintain all required instructor credentials, administer student scheduling and certification requirements, coordinate training resources, and furnish all equipment and facilities necessary to successfully perform the Performance Work Statement (PWS). Award will be made using the evaluation methodology identified in this solicitation to the offeror whose proposal represents the best value to the Government.
