Scope and Objective The purpose of this solicitation is to procure a commercial-off-the-shelf (COTS) Unmanned Aerial System (UAS) equipped with an aerial ignition payload system, thermal and optical sensors, and required support equipment. The system will primarily be used for forestry, land management, and controlled burn operations. 2.Regulatory and Compliance Requirements To be considered for award, the proposed system MUST meet the following compliance standards: NDAA / TAA Compliance: The UAS and all associated components (including sensors and payloads) must be fully compliant with Section 848 of the National Defense Authorization Act (NDAA) and the Trade Agreements Act (TAA). DIU Blue UAS Cleared List Status: The bidder MUST explicitly state in their proposal/quote whether the proposed UAS platform is currently listed on the Defense Innovation Unit (DIU) Blue UAS Cleared List. This status is a critical factor for agency procurement routing and must be verified by the vendor. FAA Regulations: The system must comply with current Federal Aviation Administration (FAA)regulations for public or civil aircraft operations. 3. Minimum Technical Specifications 3.1.Flight Performance and Payload Flight Time: The UAS must be capable of a minimum 55-minute flight time without a payload. When carrying a heavy payload (up to 35 lbs.), it must maintain a flight time of at least 10 minutes. While operating the aerial ignition payload, flight time must be at least 22 to 30 minutes. Payload Capacity: Must have a minimum payload capacity of 35 lbs. Range: Must support a communication range of up to 5kilometers with a clear line of sight from the controller to the aircraft. Deployment: The system must be capable of being assembled and ready for flight within 5 minutes. 3.2.Environmental and Durability Temperature Range: Must be fully operable in temperatures ranging from 40 degrees Fahrenheit to 105 degrees Fahrenheit. Wind Resistance: Must be 1 each capable of stable flight in winds up to 15 meters per second. Humidity: Must be capable of operating in up to 90 percent non-condensing humidity. 3.3. Aerial Ignition System Payload Functionality: Must feature a payload capable of carrying, accurately delivering, and dropping ignition spheres. Safety Features: Must include a remote emergency release system to physically drop or jettison the ignition payload in the event of a hung sphere to prevent damage or fire to the UAS. Must feature geo-fencing capabilities to prevent ignition spheres from being dropped outside of designated burn areas. Must include onboard sensors to detect obstructions, internal resistance, and temperature anomalies within the payload. 3.4. Sensors and Imaging Thermal Imaging: Must include a radiometric thermal camera with a minimum resolution of 640 x 512 pixels at 30Hz. Optical Camera: Must include a Full HD visual camera with at least a 10x optical zoom capability. Multispectral Capabilities (Optional or Priced Separately): Ability to integrate multispectral sensors (such as high-resolution panchromatic sensor, integrated thermal imager, and multiple spectral bands). 3.5. Navigation, Data, and Control Navigation: Must utilize high-precision GPS (centimeter-level accuracy, such as F9P or equivalent). Autonomy: Must support both manual flight via controller and autonomous flight missions using pre-programmed waypoints. Data Transmission: All real-time data transmission must been crypted over a 2.4Ghz frequency. Software Integration: Mission planning software must allow the importation of burn plans and maps in standard geo-referenced formats (such as PDFs, KMZs). 4.
