REQUEST FOR INFORMATION The Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, on behalf of the Oscar G. Johnson Veterans Affairs Medical Center (Iron Mountain VAMC) located at 325 East H. Street, Iron Mountain, MI 49801, is seeking information and potential sources for Mobile Magnetic Resonance Imaging (MRI) Services. The period of performance will be for a base year with four additional one-year option periods anticipated to begin June 1, 2027. Contractor shall provide all management, equipment, supplies, and tools necessary to perform mobile MRI Services, as well as maintenance and repair of all Contractor furnished equipment (including the mobile trailer/scanner). Contractor shall furnish at least a fully equipped 1.5T Wide Bore (70cm) Magnet scanner with 16 Channel imaging capabilities and no less than a Gradient package (33MT/100 slew rate). The scanner shall have a 550-pound support patient table and the ability to perform a wide range of exams including, but not limited to, complete MRI body imaging (chest, abdomen, pelvis, whole body, etc.); MRI of the head, neck, and spine; MR Angiography (MRA) of the entire body (head, neck, chest abdomen, pelvis, runoff, etc.); 3D Imaging; 3D non-contrast enhanced Peripheral Arterial Imaging; Neuro; Oncology; Ortho imaging with navigator sequence; and Diffusion/perfusion weighted imaging. Coils supplied by the contractor shall include a Head Matrix, Neck Matrix, Body Matrix, Spine Matrix, Small CP Flex, Large CP Flex & interface, CP Extremity, Shoulder Array, and Phased Array Wrist. The scanner shall also have the ability to connect to the Electronic Health Record and PACS, DICOM compatibility, work list and storage capability. Additionally, contractor shall provide a Pulse Oximeter, and Power injector. The Government will provide a category 5 cable and connection required for the transmission of images, data, and voice. The Mobile MRI Trailer shall be handicapped accessible and meet all local, state, federal, industry, Joint Commission NEC, NFPA, VA, OSHA, and other applicable regulatory standards internal or external to the Iron Mountain VAMC. Space in the Mobile MRI Trailer shall be sufficient for monitoring of sedated patients and conducting CPR and emergency code procedures, if needed. The MRI Mobile Trailer shall also have an intercom system between the control room and scanning room, CD-R burning capabilities as a backup to network transfer of data, and Optical Disk archival system. Although not required, the preferred Operating System of the computer in the MRI Mobile Trailer is Windows 10 (or higher) or Linux. The mobile trailer can be left on-site and hooked up to electricity during non-operational hours. The VA has not yet determined whether to lease the Mobile MRI Unit without MRI technologists or to contract for the full service including ARRT Certified MRI Technologists (RTR-MR). MRI Technologists must hold Basic Life Support (BLS) Certifications obtained or issued by the American Heart Association (AHA), an organization recognized by the AHA, or Military Training Network (MTN). Contract MRI Technologists must be able to administer contrast, which will be provided by the VA. In addition to the above requirements, for lease only services without MRI Technologists, the VA shall have access to the mobile unit at all times. Contractor shall also provide one week of clinical applications training for up to two Iron Mountain Technologists and Technical Phone Support, which must be available within one hour from initial call for service Sunday through Saturday, 24 hours per day 7 days a week, 365 days per year. OEM service (including emergency repair) Sunday through Saturday, 24 hours per day 7 days a week, 365 days per year must be available within 4 hours from initial call for service. Services with MRI Technologists shall be provided weekly on Monday, Tuesday, and Wednesday, except federal holidays, for a minimum of ten (10) hours per day, with the first patient arrival at 7:00 a.m. If necessary, trailer delivery, set-up, and daily quality control procedures shall not delay patient care. The estimated number of scans required per year is 1,600. The North American Industry Classification System (NAICS) for this requirement is 621512 Diagnostic Imaging Centers, which has a small business size standard of $19.0 million. This is a Request For Information (RFI) only. This RFI will be used to obtain information regarding the provision of Mobile MRI Services from potential vendors, identify potential vendors that would be interested and capable of providing Mobile MRI Services within the requested timeframe, and to assist the Contracting Officer in making a set-aside determination. This RFI and any responses are for market research purposes only and shall not be considered an obligation on the part of the Government to acquire any services.
