COMBINED SYNOPSIS/SOLICITATION NOAA Fisheries Wide Chemical Emergency Response Phone Services (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1333MF26Q0020 is issued as a request for quotation (RFQ) for a 24-hour, 7-day-a-week (24/7) emergency response service and telephone number with any hazardous materials on NMFS’s ships throughout the United States and overseas. This acquisition is not set-aside for small business concerns. The associated NAICS code is 541620. The small business size standard is $19M. CLIN 1001 – Option Year 1 Continue services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for 24-hour, 7-day-a-week (24/7) chemical emergency response and telephone number for Hazardous Materials/Dangerous Goods Shipping on NMFS ships throughout the United States and overseas, in accordance with the Statement of Work. CLIN 2001 - Option Year 2 Continue services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for 24-hour, 7-day-a-week (24/7) chemical emergency response and telephone number for Hazardous Materials/Dangerous Goods Shipping on NMFS ships throughout the United States and overseas, in accordance with the Statement of Work. CLIN 3001 - Option Year 3 Continue services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for 24-hour, 7-day-a-week (24/7) chemical emergency response and telephone number for Hazardous Materials/Dangerous Goods Shipping on NMFS ships throughout the United States and overseas, in accordance with the Statement of Work. Period of Performance 06/15/2029 to 06/14/2030. CLIN 4001 - Option Year 4 Continue services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for 24-hour, 7-day-a-week (24/7) chemical emergency response and telephone number for Hazardous Materials/Dangerous Goods Shipping on NMFS ships throughout the United States and overseas, in accordance with the Statement of Work. Period of Performance 06/15/2030 to 06/14/2031. (iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). See attached Statement of Work which applies to Base Year and all Option Years 1 – 4. No wage determination is being issued for this procurement. Therefore, in accordance with Title 29 C.F.R. Part 4, Section 4.6(d), the contractor is required to pay no less than the Federal minimum wage. INVOICES TO BE BILLED MONTHLY IN ARREARS VIA IPP. PROVIDE MONTHLY AND ANNUAL PRICING FOR EACH BASE AND OPTION YEAR. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF18 FORM OR ON COMPANY LETTERHEAD. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Period of performance shall be: Base Year for a twelve month period 06/15/2026 to 06/14/2027. Option Period 1 for a twelve month period 006/15/2027 to 06/14/2028. Option Period 2 for a twelve month period 06/15/2028 to 06/14/2029. Option Period 3 for a twelve month period 06/15/2029 to 06/14/2030. Option Period 4 for a twelve month period 06/15/2030 to 06/14/2031. Place of Performance is the service provider's place of business.
