Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.  The Government reserves the right to cancel this solicitation, either before or after the closing date.  In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The 97th Contracting Squadron, Altus Air Force Base, Oklahoma, intends to issue a Request for Quote (RFQ) for acquisition of a Pensky Martens Flashpoint Tester at Altus AFB, Oklahoma.  This is a brand name or equal requirement. The preferred product is "Herzog OptiFlash® Pensky Martens Flashpoint Tester", optioned to meet the salient characteristics outlined in Attachment 1 - Flashpoint Tester Salient Characteristics; but a product that meets the salient characteristics in Attachment 1 - Flashpoint Tester Salient Characteristics, could also be considered technically acceptable. To ensure warranty coverage remains valid, please submit documentation verifying your status as an authorized distributor. Any questions shall be submitted via email to the below points of contacts by 4 August 2026 at 11:00 AM CDT  2d Lt Jacob Funderburg jacob.funderburg.1@us.af.mil Kacie Halpain kacie.halpain@us.af.mil This acquisition will fall under the North American Industry Classification System (NAICS) code 334516. This is a 100% Small Business Set Aside acquisition.  Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of quotes. Offerors are further advised that failure to register in the DoD SAM prior to submission of proposal will render your firm ineligible for award. Registration requires applicants to have a UEI number. Recommend registering immediately in order to be eligible for timely award.
