Updated as of 06/09/2026, Questions and Answers (Q&A): Q #1: Is this bid still active? On sam.gov it is listed as inactive. Additionally, I noticed another FMS bid for Colombia involving the same items, but with a quantity of 19 each instead of 37. Was the original bid modified, or are both this bid and bid W91CRB-26-Q-NightVision currently active? Please let me know which solicitation we should follow. A #1: Yes, the combined synopsis/solicitation has been updated and is currently active. Please note that the attached Statement of Work (SOW) has been placed under controlled access and is restricted to potential vendors with a Cybersecurity Maturity Model Certification (CMMC) Level 2. This requirement is for FMS Case CO-B-VJK and is a standalone solicitation. It is completely separate from W91CRB-26-Q-NightVision (which is for FMS Case CO-B-VJM). Please follow the solicitation that corresponds to the specific FMS case you intend to bid on. Q #2: We are currently reviewing your RFQ for Night Vision Device Kits (NSN 5855‑01‑685‑2918) in support of country of Columbia and noted that a separate solicitation (Notice ID: W91CRB-26-Q-NightVision) was also issued on June 2nd for the same NSN and end-user, though with different quantities, submission deadlines, and points of contact. To ensure we are responding appropriately and not duplicating or misaligning our submissions, could you please confirm whether: These RFQs represent separate case lines or funding actions, or They are related requirements intended to be evaluated independently. We also noted that the Statement of Work attachment appears to be labeled as sensitive; however, the same information appears to be included within the publicly accessible SAM.gov posting description and is available for unrestricted download. We would appreciate confirmation that this information was mislabeled and intended for public release, or whether any revisions or access controls are anticipated. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provision to clauses are those in effect through Federal Acquisition Circular FAC 2026-01, effective 13 March 2026. The word Government in this document refers to the United States Government, its authorized Agencies, Departments, Representatives, Personnel and Assigns Only. This solicitation is a Request for Proposal (RFP), Foreign Military Sales (FMS) Case: CO-B-VJK, Country: Colombia. ARP Case: CE26025. The associated North American Industrial Classification Standard (NAICS) Code is 333310, Commercial and Service Industry Machinery Manufacturing, with a size standard of 1000 employees. The Federal Supply Classification (Product Service Code, PSC) is 5855, Night Vision Equipment, Emitted and Reflected Radiation. The U.S. Army, Communication Electronics Command (CECOM), Security Assistance Management Directorate (SAMD) intends to procure Commercial Items for Foreign Military Sales (FMS) Case CO-B-VJK for the country of Colombia, in accordance with the attached Statement of Work (SOW). The contractor shall deliver thirty-seven (37) each AN/PVS-31D (NSN 5855-01-685-2918). Each system shall come with White Phosphor Image Intensifier tubes, and includes items/part numbers: Viewer, Night Vision Kit (qty. 1), Neck Carrying Case (qty. 1), Eye cups (qty. 2), Lens Caps (qty. 2), Shoulder Strap (qty. 1), Lens Paper (qty. 1 pack), Operators Manual (qty. 1), Quick Refence Guide (qty. 1), and Wilcox G24 Helmet Mount (qty. 1). The offeror shall provide a firm-fixed-price for the following requirements as specified in the Statement of Work (SOW) enclosed.
