FOB: Destination. (v) Provisions & Clauses: The solicitation document and incorporated provisions and clauses are those in effect as established by the RFO dated 5 June 2026. FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services. Addendum - Quote Validity:  Quotes must remain valid for a minimum of 60 days. Addendum - "Or Equal" Submissions:  Quoters proposing "or equal" products must submit specification sheets demonstrating the product meets all salient characteristics and matches the form, fit, and function of the referenced brand name to allow the Government to determine technical acceptability. Addendum - Expedited Delivery:  Quoters proposing a delivery schedule faster than the required ARO timelines must include 1-2 sentences confirming their ability to meet the expedited timeline and a brief justification (e.g., items in stock, dedicated transit). Addendum - Award:  The Government intends to make a single award but reserves the right to make multiple awards. FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Deviation Date) (a) Evaluation factors. The Government intends to make award to the lowest-priced, responsive, responsible contractor whose quote conforms to the solicitation. However, the Government will utilize a Comparative Evaluation process in accordance with FAR 12.203(c)(2) considering the following factors: 1. Technical Acceptability  (Pass/Fail basis; must meet all salient characteristics). 2. Delivery Schedule  (Quicker delivery is advantageous). 3. Price . For quotes deemed Technically Acceptable, the Government will comparatively evaluate the proposed Delivery Schedule and Price.
