W912QR-26-UEPH-FY26_FY27 Description: The Corps of Engineers Louisville District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLAs) from large scale construction projects (exceeding $35 million) for projects consisting of interior and exterior modernization, renovation, and repair of existing residential/commercial construction projects. The proposed project is to construct two (2) standard design barracks to accommodate 260 unaccompanied enlisted personnel. Primary facilities include living and sleeping quarters, baths, storage, service areas, building, information systems, fire protection and alarm systems, antiterrorism measures, intrusion detection system (EDS), installation and Energy Monitoring Control Systems (ECMS) connection. Supporting facilities include site development, utilities and utility connections, exterior lighting, paving, sidewalks, curbs and gutters, storm drainage, landscaping and signage. Heating and air conditioning will be provided by self-contained system for each living quarters unit along with a central system for common areas. Post construction award services (PCAS) will be provided. Utility connections are required to a privatized electric distribution, natural gas, water, and wastewater systems. Measures in accordance with the Department of Defense (DoD). Minimum antiterrorism for buildings standards will be provided. Building furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber security measures will be incorporated into this project. Sustainability/energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD’s UFC 1-200-02 including energy efficiencies, building envelope and integrated building systems performance. Demolish two buildings at Ft. Campbell (6,389 total SF). A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy: Federal Acquisition Regulation (FAR) Policy: Pursuant to Executive Order 14063 and FAR Subpart 22.5, it is the policy of the Federal Government to require the use of Project Labor Agreements (PLAs) on large-scale construction projects (exceeding $35 million) to promote economy and efficiency in Federal procurement. An agency may grant an exception to this requirement only under specific circumstances defined in FAR 22.504(d), such as if a PLA would substantially reduce the number of potential offerors to such a degree that the Government cannot meet its requirements at a fair and reasonable price, or if the project involves specialized construction work available from only a limited number of contractors In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs. Of particular interest to the Government are responses to the following questions: 1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation. 2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. 3) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible. 4) Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 5) Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. 6) Identify any additional information you believe should be considered on the use of a PLA on the referenced project. 7) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project. 8) Would a PLA requirement substantially reduce the number of potential offerors (including subcontractors) for this project?
