Sources Sought Notice Number: OFPM/TEAM SS26-33 Notice Type: Sources Sought Synopsis: 08/10/2026 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The National Institute of Standards and Technology (NIST), Acquisition Management Division, is conducting market research to determine if any Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. Regulatory Safety Compliance Services will be performed at the NIST Gaithersburg Campus located in Gaithersburg, Maryland.  The North American Industry Classification System (NAICS) code that corresponds with this requirement is 541380 – Testing Laboratories and Services. The small business size standard is $19.0 million. This will be a performance-based acquisition service contract. The Contractor shall furnish all professional labor, certified supervision, specialized tools, instrumentation, replacement materials, regulatory administrative backing, and technical expert execution to provide safety testing and verification services. All work under this contract must strictly adhere to the Occupational Safety and Health Administration (OSHA) regulations, National Fire Protection Association (NFPA) standards, and specific campus criteria detailed herein. NIST is considering the potential for a 5-year contract (12-month base period with four (4) 12-month option periods). All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in or about September 2026. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Describe your firm’s experience with regulatory safety compliance services, including annual inspection, testing, certified verification, and preventative maintenance for plumbed emergency equipment, laboratory fume hoods, monitors, laminar flow hoods, and ventilation snorkels on a campus/military base environment with Customer-Government-owned utilities. (2) Confirm that your company has a comprehensive understanding of governing compliance codes: ANSI/ISEA Z358.1, ANSI/AIHA Z9.5, ANSI/ASHRAE 110, NIST S 7101.60 (Chemical Management), NFPA 45 (including alarm sections 7.8.7 & 7.14.1), ISO 14644, and IEST-RP-CC002 protocols. (3) Examples of projects worked within the last five (5) years of a similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (4) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (5) Evidence to establish your company's standing as a SDVOSB, WOSB, HUBZone, 8(a) or other small business concern. (6) State whether your company intends to submit a proposal if this requirement is solicited. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Responses are limited to no more than ten (10) pages, exclusive of any commercial brochures or currently existing marketing material. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist NIST in tailoring its requirements to be consistent with industry standards. Responses to this Sources Sought Notice shall be emailed to Helen Wesley at helen.wesley@nist.gov and carbon copied to Tony Schmidt at tony.schmidt@nist.gov. Responses must be received by 10AM ET, August 17, 2026 . Failure to submit all information requested may result in a contractor not being considered as an interested small business concern.
