STATEMENT OF WORK Lift Pump Removal, Repair, and Reinstallation Services VA Jackson Regional Office Jackson, Mississippi SUMMARY This Statement of Work (SOW) outlines the requirements for the removal, off site repair, and reinstallation of one wastewater lift pump located in the West Lift Station at the VA Jackson Regional Office. The contractor shall provide all labor, materials, equipment, transportation, and technical expertise necessary to restore the pump to full operational status. The project includes pump removal, disconnection of related piping and electrical components, off site rebuilding with an estimated turnaround of 3 5 days, and full reinstallation with operational testing. The contractor must comply with major VA facility security and access requirements. Work shall be performed during normal business hours and coordinated with the Contracting Officer s Representative (COR). BACKGROUND The VA Jackson Regional Office operates a wastewater lift station that supports critical facility operations. One wastewater lift pump (Pump #1 in the West Lift Station) requires removal, off-site repair, and reinstallation to ensure continued safe operation of the wastewater handling system. SCOPE OF WORK The Contractor shall provide all labor, equipment, materials, tools, supervision, and transportation necessary to perform the following tasks: Removal of Pump #1 from the West Lift Station control box. Disconnection and removal of necessary piping, electrical wiring, and pump-mounted hardware. Off-site pump rebuilding with an estimated lead time of 3 5 days. Replacement or refurbishment of worn or damaged internal components. Reinstallation of the repaired pump and motor assembly. Reconnection of all piping and electrical lines in accordance with all applicable codes and safety standards. Operational checks to confirm functional performance and system readiness. All work shall be completed during normal business hours. TECHNICAL REQUIREMENTS The Contractor shall: Use OEM-equivalent or superior repair parts. Ensure all electrical work complies with the National Electrical Code (NEC). Ensure all mechanical reconnections comply with plumbing and wastewater system standards. Test the pump under operational load to verify performance. Provide a written repair summary detailing the replacement parts, work completed, and test results. PLACE OF PERFORMANCE VA Jackson Regional Office 1600 E. Woodrow Wilson Drive Jackson, MS 39216 PERIOD OF PERFORMANCE Project start date: Upon award. Repair lead time: 3 5 days from pump removal. Final testing: Within 24 hours after reinstallation. DELIVERABLES The Contractor shall provide the following deliverables: Repaired wastewater lift pump. Reinstallation completed and verified. Final operational test documentation. Summary report of parts replaced and work performed. Warranty documentation, if applicable. CONTRACTOR QUALIFICATIONS The Contractor must be licensed Plumbing, Heating, and Air-Conditioning, and must be regularly engaged in pump, HVAC, mechanical, or wastewater system repairs. Technicians must be trained, qualified, and experienced in wastewater and lift-station mechanical repairs. INVOICING REQUIREMENTS The Contractor shall submit invoices monthly in arrears. Invoices must include: Contract number and associated Contract Line-Item Number (CLIN) Date and location of service Description of work performed Labor hours Material costs Total cost SECURITY, PRIVACY, AND ACCESS REQUIREMENTS Facility Access and Identification Contractor personnel must check in daily with VA security. All personnel must always wear VA-issued badges or visitor identification while on VA property. Access is restricted to areas required for contract performance. Background Investigation Requirements Contractor personnel requiring physical access to VA facilities must undergo a background screening consistent with VA requirements. A National Agency Check with Inquiries (NACI) or equivalent investigation must be initiated prior to the start of on-site work. Contractors may begin work once investigation initiation is confirmed. Rules of Behavior Contractor employees shall review and sign the VA Rules of Behavior, acknowledging requirements for proper conduct, protection of government property, and safeguarding of any sensitive information encountered in the performance of duties. Cybersecurity and Privacy Training If contractor personnel require access to any VA information systems (not anticipated for this project unless specified by the COR), they must complete VA Cybersecurity Awareness Training and VA Privacy Training prior to system access. If no system access is required, this section does not apply. Protection of Government Property The Contractor shall protect all VA facilities, equipment, and materials encountered during work and shall repair or reimburse the Government for any damage caused by contractor personnel.
