Statement of Work Federal Bureau of Prisons Federal Correctional Institution (FCI) Bastrop, Texas Project # 26Z5AR6 Replace Interior Finish 1. SPECIFICATIONS: A. INTRODUCTION The Federal Correctional Institution at Bastrop, located at 1341 Highway 95 North, Bastrop, TX 78602, has identified four (4) buildings with severe interior damage resulting from prolonged water intrusion caused by long-term roof leaks. The continued moisture exposure has resulted in deterioration of gypsum wall systems, ceiling assemblies, suspended ceiling systems, and wood paneling. These conditions may present unsanitary and potentially hazardous conditions, including the possible presence of microbial growth and other hazardous materials. Abatement is required to protect occupant health and prepare the spaces for future restoration. The Contractor is strongly encouraged to attend the pre-bid site visit identified in the solicitation, to assess existing conditions that may affect performance of contract work. **There will be a site visit at FCI Bastrop, 1341 Highway 95 N, Bastrop, TX 77868 on Wednesday, August 26th at 1:00 PM CST. If you wish to attend, please email the points of contact in the solicitation and include background check paperwork for everyone wishing to enter available in the attachments section. Please do not digitally sign your name on the background check form, a physical wet signature is required. Background check paperwork is due on Thursday, August 20th at 1:00 PM CST. Please have a valid state of federal ID. B. SCOPE OF WORK Awarded Contractor shall furnish all labor, materials, equipment, supervision, and disposal necessary to abate, remove, and properly dispose of water-damaged interior finishes, including materials that may be impacted by hazardous or regulated substances, in accordance with this Statement of Work. C. CONTRACTOR’S REQUIREMENTS 1. The Contractor will be required to comply with all applicable federal, state, and local laws and regulations, including OSHA, EPA, and BOP safety, health, and security requirements. 2. The Contractor shall coordinate work activities with FCI Bastrop staff and or Contracting Officer’s Representative (COR). 3. The Contractor shall assume responsibility for identifying, controlling and properly handling hazardous materials encountered during the performance of this work, as specified herein. 4. Work shall be conducted in a manner that protects staff, inmates, visitors, and adjacent occupied spaces. C.1 Hazardous Material and Environmental Compliance C.1.1 General 1. Due to the age of the buildings and the duration of water intrusion, hazardous materials may be present, including but not limited to: - Mold or microbial contamination -Lead-based paint -Asbestos-Containing Materials (ACM) -Other regulated building materials. 2. The Contractor shall comply with all applicable requirements of OSHA, EPA and any other government regulatory agencies. C.1.2 Mold and Microbial Contamination 1. The contractor shall implement appropriate engineering controls, including containment and negative air pressure with HEPA filtration, when removing materials impacted by mold or suspected microbial growth. 2. Removal shall be performed to a point of clean, sound, and dry substrate. 3. Remaining surfaces shall be HEPA-vacuumed and cleaned in accordance with industry-recognized remediation practices. 4. The Contractor shall take reasonable measures to prevent cross-contamination during abatement. C.1.3 Lead-Based Paint 1. Due to the age of the buildings, painted surfaces disturbed during demolition may contain lead-based paint. 2. The Contractor shall perform work in accordance with applicable OSHA and EPA lead safety standards. 3. The Contractor shall implement appropriate worker protection and dust control measures. C.1.4 Asbestos-Containing Materials 1. The Government has conducted asbestos surveys of suspected building materials within the identified work areas. Testing was performed on materials reasonably suspected to contain asbestos, and the Government maintains documentation of all sampling results. 2. Based on testing performed to date, materials identified for removal under this Statement of Work are not known to contain asbestos. 3. If the Contractor encounters any material that differs from identified building material to be removed, the Contractor shall immediately stop work in the affected area and notify the COR prior to disturbing the material. 4. No material suspected of containing asbestos shall be disturbed, removed, or handled until the COR and FCI Bastrop Occupational Health & Safety Department staff have been consulted. 5. Failure to consult with the COR prior to disturbing questionable material may result in liability for unauthorized disturbance of regulated materials. C.2 CONTAINMENT AND PROTECTION 1. The Contractor shall provide dust, debris, and hazard containment using polyethylene barriers, negative air machines, and HEPA filtration as r
