REQUEST FOR INFORMATION (RFI) / MARKET RESEARCH NOTICE RENOVATE HQ AFMC, B/10262, PHASE 2, WPAFB, OHIO Notice: This is a Request for Information (RFI) for market research and informational purposes only. This announcement does not constitute a Solicitation or a Request for Proposal (RFP), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not be obligated to award any agreement or contract because of this RFI, nor will it reimburse respondents for any costs associated with the preparation or submission of information. Submitting a response will not affect a firm’s ability to submit a proposal should a formal solicitation be issued in the future. NAICS Code: 236220 – Commercial and Institutional Building Construction (Note: While Other Transaction Authority is not subject to FAR-based small business regulations, this NAICS code is provided for market research to help the Government understand the size and demographics of the interested industrial base.) Small Business Size Standard: $45 Million 1. PROJECT OVERVIEW The U.S. Army Corps of Engineers (USACE), in support of the Air Force Materiel Command (AFMC), is conducting market research to identify interested and qualified industry partners for the comprehensive Phase 2 Renovation of the HQ AFMC Headquarters Building (B/10262) at Wright-Patterson Air Force Base (WPAFB), Ohio. Building 10262 is a massive, historically eligible structure originally constructed in 1944. It serves as the primary focal point of leadership functions for AFMC's six specialized centers across CONUS. The facility operates 24/7, houses three Military Services, hosts international partner representatives, and holds highly classified operations. The Phase 2 project involves a major interior/exterior renovation and space consolidation of approximately 247,600 SF of the 538,170 SF facility. Key features of the project include: Structural & Exterior Envelope: Repair/sealing of the original cast-in-place concrete structure, replacement of the roof, roof drainage systems, Lightning Protection Systems (LPS), and improvements to the thermal wall envelope (including new windows, doors, and wall insulation). High-Security Spaces (ICD 705): Renovation and construction of Special Access Program (SAP) spaces and Secure Compartmentalized Information Facilities (SCIFs) built to stringent ICD 705 standards. Critical Utilities & MEP Overhaul: Complete replacement of aging mechanical, electrical, plumbing, and fire protection systems. This includes the integration of a telephone exchange for Area "A" of WPAFB, backup generator facilities, central energy plant/chiller plant components (B/10264), and an entirely new, efficient HVAC system (including AHUs, chillers, and controls). Life Safety & Fire Protection: Demolition and replacement of existing fire suppression, standpipe, and fire sprinkler systems throughout, along with a state-of-the-art addressable fire alarm and mass notification system. Hazardous Materials Abatement: Comprehensive abatement of asbestos, lead-containing paint, and other hazardous materials discovered in previous facility surveys. Historic Preservation: Because Building 10262 is eligible for the National Register of Historic Places, all construction must comply with State Historic Preservation Office (SHPO) guidelines and prior approvals. Phasing & Occupancy: The building must remain operational. Construction must be carefully phased to maintain mission operations without disruption. Estimated Acquisition Magnitude: $140,000,000 - $170,000,000 (Phase 2) Funding Source: Operations & Maintenance (O&M) 2. PLANNED ACQUISITION STRATEGY The Government is considering utilizing an Other Transaction (OT) Agreement for a prototype project under the authority of 10 U.S.C. § 2808a. This authority is intended for military construction projects that involve testing and experimentation associated with new and emergent construction technologies or delivery methodologies to achieve benefits such as enhanced mission resilience, improved installation support, or cost and schedule reduction. The baseline delivery method under consideration is Progressive Design-Build (PDB) . Phase 1 (Design & Pre-Construction): The Government and the OT Awardee will work collaboratively to advance the design, perform constructability reviews, conduct open-book cost estimating, and mitigate project risks. Phase 2 (Construction): Upon reaching an agreed-upon level of design (e.g., 60% to 90%), the Awardee will propose a Guaranteed Maximum Price (GMP). If accepted, the Government will exercise Phase 2 for construction execution. If a GMP cannot be agreed upon, the Government retains an "off-ramp" to complete the design and construct the facility via alternative methods.
