DESCRIPTION: This service contract is for Firm Fixed Price (FFP) preventive maintenance (PM) and Time & Material (T&M) corrective maintenance (CM) to government owned Fire and Emergency Services (F&ES) Self-Contained Breathing Apparatus (SCBA) and atmospheric gas monitoring equipment located at the Coatesville VA Medical Center at Bldg 12, while complying with the Department of Veterans Affairs (VA) requirements, National Institute for Occupational Safety and Health (NIOSH), and the National Fire Protection Association (NFPA). PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC) 1400 Blackhorse Hill Rd, Bldg 12 Coatesville, PA 19320. BACKGROUND: SCBA equipment located at CVAMC requires PM to ensure working order for Fire Fighter personnel use. Equipment also requires CM when repairs are needed due to breakage or malfunction as it occurs, or as detected (to occur) during PM performance. CVAMC does not have the organic capability to provide services, and therefore, contractual support is necessary. Atmospheric / gas meters are used at CVAMC to detect, measure and warn of dangerous gases in the air, ensuring worker safety in hazardous environments like confined spaces by monitoring oxygen levels, flammability and toxic gases to prevent asphyxiation, explosions, or poisoning. These portable devices provide crucial real-time data, triggering alarms so workers can take immediate action, establish safety zones, and make informed decisions about entry and ventilation.  SCOPE: The contractor shall provide all labor, supplies, transportation, and equipment necessary to inspect, test, maintain and document all Self Contained Breathing Apparatus (SCBA), Supplied Air Respirator (SAR), Air Cart, Breathing Air Compressor and atmospheric monitors.  Perform monthly calibration on atmospheric monitors and repairs if necessary.  The general objective of the contract is to maintain CVAMC Fire Department  SCBA equipment within NFPA, manufacturer and Government specifications by having a scheduled preventive maintenance (PM), and the performance of corrective maintenance (CM). PM schedule shall also be used in identifying potential problems and rendering CM before the equipment becomes inoperable. CM will also be used for inoperable equipment deemed beyond economical repair by the Technical Point of Contact (TPOC). Any equipment requiring repair or deemed beyond economical repair must be reported to the Fire Chief and the TPOC by the end of the day of service or within 24 hours of discovery. PERFORMANCE REQUIREMENTS: The contractor shall comply with all performance requirements listed herein: SERVICES TO BE PROVIDED: The contractor shall provide required Preventative Maintenance for Scott Safety SCBA equipment located at the Coatesville VA Medical Center Fire Station Building 12. The amount of each type is as follows: for 14 X3 SCBA Air Packs, 14 X3 SCBA Regulators, 4 SKA-AT Packs SAR Packs, 1 Air Carts, 1200 feet -Air Hoses (100' Increments), 18 Face Masks. PM will include annual certification of all SCBA Breathing Air cylinders (17) 45-minute cylinders, two (2) 60-minute cylinders and four (4) 5-minute cylinders. If a cylinder is found to be damaged or at the end of its 15-year life cycle, it shall be noted on the W/O, reported to the COR and Fire Chief. pulled out of service and tagged as such. PM requires all AA, AAA, C, D & 9- volt batteries to be replaced each time the units are serviced regardless of remaining power left in battery. The contractor will provide annual inspection and maintenance along with quarterly air testing for a Scott Simple Air breathing air compressor located inside (the fire station) Building 12 at the Coatesville VA Medical Center.  Unit is attached to a 4-cylinder cascade and single cylinder fill station.  Contractor will perform monthly inspections and calibration on a quantity of 6 atmospheric gas meters that detect oxygen, hydrogen sulfide, carbon monoxide and combustible gases (%LEL).  5 of the meters are BW Gas Alert Quattro and 1 is a MSA Altair 4XR BT.  Contractor will be responsible for the time, labor and material for the replacement of sensors if the sensor fails to calibrate.  Will provide calibration gas to enable the fire department to perform qualitative function checks of the meters to ensure that all alarm indicators are operational. This contractor is to provide parts, materials, inspections, time and labor to perform routine maintenance and inspection of SCBA, Breathing Air Compressors and atmospheric gas monitoring meters. Annual flow tests of SCBA, air cart, and supplied air respirators Quarterly breathing air compressor testing Annual breathing air compressor maintenance Monthly tests of six gas meters Supply calibration gas and equipment for bump testing of gas meters by the fire department in between monthly calibrations Replacement of sensors on gas meters as required by monthly calibration SPECIAL
