The Royal Canadian Mounted Police (RCMP) requires a contractor to deliver training workshops in forensic child interviewing techniques. The workshops will be delivered in Alberta, Manitoba, and Saskatchewan. The workshops will be scheduled on an as-and-when requested basis during the contract period. The dates of each workshop will be determined between the RCMP Project Authority and the Contractor. The contract period will be for three years from April 1, 2026 to March 31, 2029 with an irrevocable option to extend it for up to two additional one-year periods. This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory (https://services.sac-isc.gc.ca/REA-IBD?lang=eng). If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted. If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority. Security: This solicitation contains a security requirement. Basis of selection: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. Tenders must be submitted to the RCMP Bid Receiving Unit at: NWR_Procurement_Bids@rcmp-grc.gc.ca Refer to the attached tender documents to obtain further information. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. The RCMP has adopted the Ineligibility and Suspension Policy administered by Public Services and Procurement Canada. As a result, the supplier integrity and compliance provisions are being applied in RCMP contracting activities as outlined in this solicitation. Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities . Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. Canada will post all amendments, including significant enquiries received and their replies, using GETS.
