| Title: High Penetration Renewable (Wind and Solar) Energy in Selected Canadian Power Networks - Reliability Study with Integration Costs. Solicitation Number: 5000088713R 1. Description The objective of this study is to obtain information on reliability risks and opportunities of a future Canadianbulk power system (BPS) with a large penetration of VRE resources. Reliability, as defined by NERC, consists of: 1) “adequacy” which relates to capability of the system to supply power at all times, given certain allowable standard times in outage, while providing for system reserves to cater for scheduled and reasonably expected unscheduled outages, and 2) “operating reliability”, which relates to the ability of the system to sustain and respond to disturbances (faults and large outages) and sudden changes in balance between supply and demand (significant generation and load variations) and to return to nominal frequency, voltage and power flows in a short time. Provision of adequate inertia for frequency control, reactive power for voltage control and ramping power are among the operating reliability-related measures required from the grid operators. Three sample power regions of Canada must be examined for these high penetration cases. 2. Security There are no security requirements associated with this solicitation. 3. Integrity Provisions Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003. 4. Reciprocal Procurement - All Suppliers Eligible Solicitation of Offer Submission Eligibility. Barring any other conditions or international sanctions, Canadian Suppliers, Suppliers of an Applicable Trading Partner and Suppliers of a Non-Trading Partner, as defined in the Attachment 1 to Part 1 Solicitation of Offers definitions, are eligible for this solicitation of offers. 5. Service Requirements For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 2.3 of Part 2 of the bid solicitation. 6. Trade Agreements The requirement is subject to the provisions of the Canada–Korea Free Trade Agreement. 7. Social Procurement Environment and Climate Change Canada supports the Government of Canada’s social and economic objectives, including increasing the participation of businesses from under-represented groups in government procurement opportunities. As such, bidders owned or led by Canadians from under-represented groups, such as women, LGBTQ2+ persons, persons with disabilities and persons from visible minorities are encouraged to submit a bid to this opportunity. 8. Debriefings Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.” 9. Official Languages Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice. 10.
