Good day, SDVOSB s, VOSB s, SB s This Sources Sought is issued solely for informational and planning purposes only. It does not constitute the issuance of a solicitation or a promise to issue a solicitation in the future. The purpose of this notice is to conduct market research and obtain information from qualified SDVOSB businesses. This is not a request for bids, quotes, offers, or proposals. The responses to this announcement will assist in determining the socio-economic status such as a SDVOSB set-aside if feasible. If insufficient SDVOSB responses are received to establish the basis for setting this requirement aside for SDVOSB s, the requirement may be solicited as a VOSB or a SB set aside in which case all interested parties responding shall be eligible to compete. Statement of Work (SOW) Project Title: Replacement of Condenser Water Pump Skid Chiller Plant Location: Bay Pines VA Healthcare System, Bay Pines, FL Requesting Service: Facilities Management Service (FMS) Plant Operations 1. Scope The purpose of this Statement of Work (SOW) is to define the requirements for the removal and replacement of an existing condenser water pump skid serving the chiller plant at the Bay Pines VA Healthcare System. This pump circulates condenser water for the chiller and supplies cooling to the walk-in refrigeration system serving the main hospital kitchen. The contractor shall provide all labor, supervision, materials, tools, equipment, and expertise required to complete the project in accordance with applicable VA, OSHA, ASME, NFPA, and ASHRAE standards. The contractor is responsible for abiding by the facility s lockout / tagout (LOTO) and the electrical disconnection and reconnection of the pump motor. 2. Applicable Documents and Standards All work shall conform to the latest editions of the following standards and directives, as applicable to a chiller plant condenser water pump skid replacement, including but not limited to: VA Directives and Handbooks, including applicable VA Engineering Service guidelines for mechanical and HVAC system work. ASME B31.9 Building Services Piping, applicable to the condenser water piping connections associated with this work. OSHA Regulations, including 29 CFR 1910 (General Industry) and 29 CFR 1926 (Construction). OSHA 29 CFR 1910.147, The Control of Hazardous Energy (Lockout / Tagout). OSHA 29 CFR 1910 Subpart S and NFPA 70E for electrical safe work practices. NFPA 70 (National Electrical Code), applicable to the disconnection and reconnection of the pump motor. ASHRAE guidelines for hydronic system design, water treatment compatibility, and HVAC equipment installation. Florida Building Code Mechanical, and applicable Florida and local codes for mechanical work. Manufacturer installation, operation, and maintenance instructions for the new pump skid. 3. Performance Requirements The contractor shall: Coordinate the system shutdown, isolation, and drain-down of the affected condenser water loop with the VA Point of Contact (POC) and Plant Operations Supervisor prior to beginning any work. Perform lockout / tagout (LOTO) for the work, including coordination with the POC and Plant Operations Supervisor on isolation points, and provide a copy of the contractor LOTO procedure for the work upon request. Disconnect and remove the existing condenser water pump and motor skid serving the kitchen walk-in chiller, including associated piping connections necessary to facilitate removal. Furnish and install one (2) new factory-assembled split-case pump and motor skid sized to match the existing service duty (nominally 100 GPM at 155 ft head, 15 HP, with final sizing confirmed by the contractor against the existing nameplate and system requirements). Make all mechanical piping connections, including new gaskets, flanges, isolation valves, suction strainers, and pressure gauges as required for a complete and functional installation. Install vibration isolation, flexible connectors, and concrete pad or skid anchoring as required by the manufacturer and applicable codes. Perform the electrical disconnection of the existing pump motor and the electrical reconnection of the new pump motor, including any required terminations, conductor verification, and overcurrent protection coordination, in accordance with NFPA 70 and NFPA 70E. Perform laser shaft alignment between the pump and motor following installation, and provide alignment documentation to the POC. Notify the POC and Plant Operations Supervisor when the installation is mechanically and electrically complete and the contractor is ready to energize the new pump. The contractor shall not energize the pump without verbal or written concurrence from the POC or Plant Op
